The Framework Act on the Development of Artificial Intelligence and Establishment of a Foundation for Trustworthiness took effect 2026-01-22, the first comprehensive national AI statute in Asia. Operators providing products or services that use generative AI must inform users in advance, and must label or otherwise indicate outputs where a person may not be able to distinguish them from non-AI content. High-impact AI carries a separate advance-notification duty, as does the appointment of a domestic representative by certain foreign providers. Administrative fines reach KRW 30 million; the Ministry of Science and ICT has signalled a grace period of at least one year before fines are imposed, deferring investigations and penalties except where serious harm such as loss of life or a human-rights violation is involved.
